As an old-industrial and economically weak region, the image of the Saar agglomeration is still shaped by mining and heavy industry. Moreover, Saarland belongs to the shrinking regions in Germany and is strongly affected by demographic changes. To support the ongoing large scale restructuring process, the Regional Park Saar was set up as a new and informal spatial instrument on state level by the Spatial Planning Department of the Saarland Ministry of the Environment. The Regional Park Saar aims at setting new standards for pro-active urban landscape development. The C-CHANGE project is supposed to add to the transformation process by ensuring that climate change responses are built into future development of the urban landscape and sub-sequent usages for old mining sites.

In September 2011 Planungsgruppe agl published their C-Change interim report outlining their work on spatial planning and climate change in the region.
